PTAC staff advise and assist clients in the identification of market opportunities, preparation and proper submission of applications, certifications, and registrations necessary for them to do business with government entities.

The types of assistance offered to PTAC clients include:

To become a client of the PTAC, a business must participate in an initial interview, one-on-one or in a group, and sign a request for counseling form. On-line access is provided. The request for counseling form stipulates that the client will provide the necessary business information and award documentation, and participate in surveys as requested.

Special efforts are taken to promote subcontracting opportunities for Minnesota’s SB, SDB, WOSB, VOSB, and SDVOSB firms. Clients are counseled on prime contractors’ obligations pursuant to FAR 52.219-9 and similar clauses. Relationships between PTAC and local prime contractors often result in requests for referrals of potential subcontractors.




Award Notifications

As part of our contract to provide services, we must report, in aggregate, all government contracts received by clients whom we have assisted.  Upon receipt of a government contract, please click here for the Award Notification Request form.  When completed and signed, either fax the form to (612) 317-1002 or mail to: PTAC, 250 Second Avenue South, Suite 106, Minneapolis, MN 55401. Please complete one form for each contract number/award.

MEDA Congress established the Procurement Technical Assistance Cooperative Agreement Program(PTACAP) in 1985 as a part of the Department of Defense(DOD) Authorization Act. MEDA operates under a cooperative agreement with the Defense Logistics Agency(DLA), a division of the DOD.
